In one of “Supergirl’s” strongest episodes in a long time, “Stand and Deliver” has Supergirl, Dreamer and J’onn team up to track down the Elite, while Lockwood’s rise to power affects National City’s alien community. Alex takes a stand and Manchester’s plan takes a violent turn.
One Down | As Manchester and his Elite are on the town, Supergirl, J’onn and Dreamer team up to arrest Menagerie and deliver her to the DEO. Also, now Dreamer can project dream energy out of her gloves, which is incredibly badass. During this, Haley assigns Alex to protect Lockwood after Manchester and Hat try to assassinate him at a speech. The next day, Lockwood announces that he is fighting to repeal the Alien Amnesty Act, much to Kara’s horror.

Infiltration | During this, in one of the biggest plot holes in “Supergirl” history, Manchester and his crew manage to SOMEHOW hike to the Fortress of Solitude and find the entrance key literally laying on the front doorstep! More troubling, Kalex decided to take the day off and is nowhere to be found, allowing them enter the Fortress and get a number of artifacts from Krypton! When Dreamer sees them in the Fortress, our heroes assemble to arrest the invisible alien helping them, but Hat gets away and Manchester seemingly commits suicide by running into a room with an unseen alien monster.
Pushing Buttons | As Lockwood is giving another speech, Brainy, under the guise of an alias, calls on aliens of National City to peacefully protest his speech. J’onn, Nia and Supergirl join in the protesters, just as Lockwood calls on Children of Liberty as extra security. Then, Manchester and Hat arrive and start a riot between humans and aliens, as J’onn goes after Manchester, Supergirl and Dreamer help the citizens and Brainy takes down Hat. Alex takes Lockwood to a safe location, but tells him that he is the real danger.
Manchester escapes, but the protest takes a powerful turn when Supergirl witnesses an anti alien protester helping an alien up, which James is there to photograph and run the next day, turning the tide of public opinion to the point that Lockwood postpones voting to repeal the Alien Amnesty Act. After a powerful speech on how the power of the press can change the world for the better, James goes home for the night- only to be shot by a mystery gunman.
